1986 Nickel With Queen's Eye Closed

Hi, so I'm by no means a decently good person at coin collecting and pointing out errors, but I have come across this interesting Nickel from 1986 where it appears that the Queen's (It is the queen, right?) eye appears to be closed. I've looked at it from several lights and angles and from what I can see it's not from wear and tear that caused this. Is this an error? And how rare would it be?

Who knows, maybe I'm just seeing things. Here are the images I took of it.

She's winkin' at ya'.
It's PMD, (post mint damage), the result of wear and tear.
"Dipping" is not considered cleaning...
