Definitely Strike Doubling. It is shelf like and it reduces the size of the devices.

I only save the extreme one for image purposes. I put them into tubes for storage.

Yep. When you're in doubt, you can usually compare the devices to a another coin of the same year.

found a 2000 penny that has what appears to be a slight off strike, What I notice is the l in liberty is right on the edge of the cent and the In Of in god we trust is also touching the edge of the coin. I check it more later.
