What would the value apply to this coin and is it in UNC condition?

This coin may not be in unc condition because it appears there are some hairline scratches on Mrs. Liberty. On the subject of value it really depends on who you are selling it to. My LCS won't even touch a coin that has been cleaned unless it is going straight to the junk bin and they also don't do a lot in varieties. In my opinion, unless you know someone who deals with these coins,(I don't know a lot of people who do) you are going to make the most money if you either list it on ebay or try to sell it right here on this forum.

This coin was minted using a Master Hub the only devices that could have been repunched are the date and mint mark. Google Longacre doubling to understand what you see....:-)

Correct, typical "shelf" doubling. The coin certainly looks unnatural and cleaned to me, far from uncirculated.
