I know for sure that it is from Ireland. I cant tell you a year or denomination without a clearer picture

@ynumismetals, yes it would be *so* much nicer to try to help you if you could provide better pics. There is a whole section of CCF devoted to this subject, but even with the camera on your phone or tablet you should be able to give us much better material with which to work. I love a challenge, but more because I'm trying to identify a coin rather than squinting at a dark thumbnail of a pic.
