No, unfortunately. according to Krause, anything below UNC is melt only.

Definitely worth keeping, but melt value only.

I have an example that came from a dealer's junk box, and I am very happy to keep mine. An small but pleasing item in my silver World coin collection, which numbers over 1,000 pieces.
