PCGS Attribution For Cleaned Coins?

I am looking at an unattributed Overton variety in a PCGS details holder (cleaned) will they attribute cleaned coins? This attribution is very obvious in this particular case.

They will attribute them but only if the submitter pays the attribution fee in addition to the grading fee. Major varieties. i.e. those listed in the RedBook, are fee-free.

This one is in the RedBook that's why I was curious why it was not already attributed.

It's probably because the person whom originals submitted the coin didn't know the variety so they didn't tell PCGS (so how could they attribute something they don't even know?)
