This ebay listing was featured as a news item on Maria Bartiromo's show this morning on the Fox Business Network (what fabulous free publicity/advertising). Over 2,300 watching it as of now.

The questions I'd have is with the protocols in place for stiking proof coins, is how could a Canadian quarter get mixed in with the specially prepared and polished planchets and not get noticed, and with the higher pressure and double striking, how does the undertype not get completely obliterated?

This has the feel of a deliberate act on the part of a mint employee, does it not?
