So you're telling us this coin weighs 5.44 grams or thereabouts? Are you sure your scale is accurate? I would have expected two bonded steel cents struck in-collar to look even thicker on-edge and to show more exaggerated finning on the reverse. I have never seen any bonded steel cents, let alone a pair struck in-collar. I've seen very few in-collar bonded pairs among all denominations.
At the very least, this coin displays a mid-stage brockage of the reverse design on the obverse face. I've seen a fair number of steel cents with similar errors. The brockage looks genuine as does the die-struck reverse design. I'm just skeptical about the double thickness / double weight you allege.

probably taking it over to icg I had another find this week but not sure if its legit or not its a 1916 buffalo looks like maybe it was struck on a wrong planchet possibly a foreign I'm gonna do another post please give me any thoughts on this one as well

Strange alright...I don't see how it would have a fully formed rim tho if it was an undersized foreign planchet

I'm checking out of this thread ... the OP has heard from Mike Diamond and there is no better error expert to call upon. The appearance of another coin in the same thread .. Buffalo nickel ... well ... for me I am wondering why the posts are not separated? David

The Buffalo nickel was altered outside the Mint. The perfect centering, absence of metal flow in peripheral letters, and the presence of a thin, pushed-up margin are all bright red flags.

 If this is 2 Steel Cents that bonded together, and you were to separate them, wouldn't you have the bottom Cent with a Reverse Blockage and top Cent a Reverse Blockage / Counter-Brockage
