Is this coin a PMD, it looks to me like it was used for jewellery of some sort?

To me it looks like PMD. You can see hairline scratches which lead me to think that it was either sanded down or rubbed blank

It looks like the obverse rim has been removed, along with all vestiges of the design.
What remains will weigh less than a normal sixpence.

Considering that it is drilled, there is already evidence that supports PMD....

Yep, PMD. You can see also see the 'bumps' where the holes were made showing through on the rev at approx 3 & 9k.

Probably had been part of a piece of jewellery.
