That is a type 'B' retired proof reverse. Nice rainbow color. The type "b" quarter can be found on the 1956-1964 quarter from Philly.

What differentiates a type B from, I presume, a type A?

Type 'A' are the common business strike quarters:
1962-25c-Type-B-With-Color
'A' on DOLLAR does not connect with the leaf.

Type 'B' are retired proof reverses:
1962-25c-Type-B-With-Color
These can only be found on the Philly quarters.

Type 'C' is on the 1964-D reverses that show have the reverse of 1965 on them:
1962-25c-Type-B-With-Color
Note the designation differences on the image on the right side. Probably the first PUP would be the tail feathers. On the Type 'A' they are weak. Then note other devices as mentioned.
