Most of what you are seeing is master die doubling on the date.
1944-Cent-Hook-Flaw-?
It was an issue that they figured out. How? When you find it on several dies that are all different then it is a hub issue, (only a few dies affected, often just one mint will show this hub doubling issue) or master die issue (when a lot of the dies show the same thing) from all three mints.
