It has the appearance of a drier coin.

to CCF. It could be a Dryer Coin. But what ever caused it it is not a mint error.

Nope. It is a sanded coin. The devices on the obverse are equally sanded (even the rims) On the reverse the sanding was more isolated to the outside edges of the coin. There is some on the Memorial, but it looks like they were making it more intentional on the rim area.

On a Dryer Coin we see the rims rolled over and some scratches on the center of the coin:
