This all turned out fine, but it was a curious experience.

I had a coin up with a BIN of $7.25. I also accept offers.

I had an eBayer with a zero feedback rating offer me $8.00 for the coin or 75 cents more than I was asking.

The only three buyers who have ever not paid for a BIN coin all had zero feedback. I was curious to see what would happen in this case so I accepted the buyer's offer for more than I was asking and sent him an invoice.

Several days passed and he did not respond, so I figured it was another case of a buyer not paying.

I filed a non-payment request with ebay and suddenly the next day the buyer paid.

I sent him the coin and also refunded him the extra 75 cents along with a note about how BIN and offers work since he was new to ebay.

He got the coin and left nice feedback.

This will probably never happen again, but it was interesting.

At least 3/4 of the sellers leave feedback for their buyers. Over the years, I have about 1000 feedback as a buyer.

My feedback rating on ebay is 90% as a buyer. Sellers tend to leave feedback once you have paid. Every seller I have bought from has left me a positive feedback.

I personally email sellers when I win one of their auctions and have paid for it. Usually within 15 min of auction ending. I thank them for listing the item I purchased and inform them that I will leave a feedback once item is received. This generally gets the ball rolling on feedback from a seller.

Great story. Buyer is definitely a novice but you did the right thing providing the refund. Most sellers do leave feedback first, while there is a subset who don't leave feedback until you have given them feedback first. I reached a point awhile ago- probably around the time I passed 2,000 feedbacks- that I just didn't care anymore. No one cares about buyer feedback since they can't receive anything but positive. And as a seller, would you care if I had 2,000 feedbacks or 20,000?

Giving up the ghost about who left feedback first or getting feedback at all was very liberating.

SHERMAE hit the nail on the head. It is frankly quite tiresome with all of the people so caught up in "oh please please please leave me feedback. I need positive reinforcement" yeah yeah yeah.
