Actually no. It is struck through an obverse capped die. You can make out what appears to be the base line (upsidedown) below the brow to top of ear area. Also note the rim edge is swopping upwards instead of the normal rim area between the die and rim.

Here is the mark I noticed when I first saw it that told me it was a struck through capped die issue:

Wow I could not see that one...a very thinned out late stage die cap that this coin was struck through then right coop?
