Some coins of the Juchids (Jujids) of the Golden Horde also have some similarity to the obverse...this one is an AE pul of Kildi Beg (14th century):

The Mamluks of Egypt may be another possibility. Perhaps this is a stretch, but I think I can see some similarity in the script of some of their coins' reverses to yours (as below), and some Mamluk issues had small rosettes on the obverses - although I've not seen any that were incuse as yours is:
