Definitely. That odd obverse "patch" might be something struck-through at the mint, or perhaps it is just extraneous and clinging to the metal. Very interesting piece.

If it is thinner than a normal cent, than it was most likely acid dipped.

Looks like it was dipped in acid for a time. Note the devices are still present? If the coin was beaten with a hammer, these would be gone. Because they are raised on the coin, they stay raised while in the acid as the coin is thicker there. A often seen on the rims of the coins, they disappear first. Probably because the acid eats evenly away at the devices. The rim area is affected by three sides and not just two, so goes away first.

The OP coin have been put through other things as well, but that is why the devices are still present.

What is over the date we will probably never know what that was. But the coin wasn't struck like that.
