It doesn't really look like the die attrition I found last time and it doesn't really look like some sort of Cud. Just wondering what it is and caused it. Any help is appreciated.

The obverse is a MAD coin. But the area in question looks like coin damage flattening over those devices. Not sure how, but it doesn't look like a mint error to me.
