Just die chips. Pretty common for the 50's and 60's

The die chipping was an issue on the 1960 small date dies. (on the dates) Thus the need to replace them with the large date dies.

On your coin it is in the MDS/LDS die state and too soon for the dies to fail like that. We often see die chips on the VLDS dies as they reach retirement.
