Die chips from a die breaking down when your coin was struck. Thousands of coins were struck on that die after your coin and the chips just keeps getting bigger. This is not a Cud. A Cud involves the edge of the die missing: Chips are not on edge of die.
When the die that strikes a coin has a chip out of it, it comes out raised on the coin. When the chip is located within the word liberty (in particularly between the B and E) it is known as a BIE Cent. It adds a small value to pennies in good condition.
It would be a new listing. If you can post a in focus image of the full LIBERTY and your permission to use the images I'll add it to the CUDs-on-Coins site.
