This 1979-P sac dollar has no reeding. The nickel layer overlaps the copper, and has only the tiniest suggestion of reeding. There are no file or other marks evident under 80 power. The profile is crudely doubled, as is the edge of the bust. On the reverse the eagle's head/beak seems filled with metal (looks more like a buzzard), and there is extra metal in the design. Much extra metal all around the eagle edges. My guess is that the coin was not properly held within the collar, causing all the problems. Other ideas?
Machine damage on the obverse devices. What is the weight? If the coin is underweight, then the reeds may have been removed. If normal weight, then it may have the reeds flattened from circulation or intentional. (may have been used in a casino for a time) But with the evidence of some reeds I'm leaning towards altered/circulated issue. Looks like a reeded edge was used on the mouth area, causing slight damage there.
