Business strike coins are only struck one. You coin had a full strike, but after the strike because of die movement/bounce/hop/slide, the devices were damaged. It is often called Machine Doubling, but there is not actually doubling. The devices are reduced in size, damaged after the strike. This is common and comes from a normal die. It is not hub doubling and thus not a doubled die.
