The date looks to be 1222, with the year 78. That combination would mean it is an imitation of an Ottoman coin used for jewelry purposes. 1222/78 seems to be a very common date for these imitations.

Most commonly, these things were made to be strung to belly dancer costumes. They are usually brass or copper.

The clue is the date (regnal year)
There has never be a ruler that reigned that long.
