Wow, I think you might actually have gotten it. I just finished going through 25 of the 1964's and found nothing.

So check on coppercoins.com/ on the search:

1964-DDR-Or-Mechanical-Doubling
for the Date: 1964 Mint: Philly Variety Type: Doubled Die reverse.
Check the 004, 005, 008 010-015 for spread and markers for these dies. All spread of the hubbing should match exactly.

Markers may/may not be present on your coin. (markers happen during the life of the die. thus they won't be present on coins before the die had that event that altered the die. Or after an event such as polishing that may add new die scratches, remove some of the older ones. These com and go, but on one die (13?) not the 1 on the date. All coins struck after that even will show the new present alteration after an event happened to the die)

After comparing the varieties and die states, it appears that this is a 1964-P-1DR-008. Even with an amount of wear the coin matches a majority of MDS markers.
