That is one of the master die doubling examples. They are a doubled die, but because they occurred on so many dies from all three mints, they are in huge numbers, so that makes them common.

I have quite a little collection of the Master Die 1972's (very frustrating). Check to see though if you have a rotated die reverse though - I have 2 of them and they are definitely worth collecting.
