You could shoot John Wexler an email. Worst case scenario he says it's too minor to list. But I had a very minor 2011 doubled die obverse and I sent him an email and he said he wanted to see it. Now you can see the listing on his website as 2011-WDDO-008. So really you have nothing to lose from just sending him an email.

If you found a second example I would rule out PMD

I'd keep it - I have had many "undetermined" since I started my coin hobby and I figure down the road when I know more I can go back and look at them again (and for me - hopefully be able to submit better pictures to the forum)
