Depends on whose standards.
According to the ANA Grading Guide it should be no more than Fine (point of horn missing).
But send it to a TPG and you might get a VF out of it.

Grading by the TPG's continue to weaken the standards. If you have an old Brown & Dunn grading book you'll see what I mean.

I've got the 6 th edition of the ANA grading standards and I believe the Standards for Buffalo nickels had changed in this 6th edition , closer to what you see from most TPG...
They've changed the VF grade to say the point of horn is not always visible ...

Grading standards don't change. What changes is the pressure put on publishers of grading books to adapt to TPG "market grading" so that people who buy a slabbed AU-55 coin without looking at the coin don't complain that the book grades their coin as an XF-40.
