I do believe it's a Japanese arcade token.

The language on it is Japanese. Modern-looking tokens with Japanese writing on them are almost always pachinko tokens. Pachinko is a peculiarly Japanese form of entertainment, kind of a cross between a pinball machine and a one-armed bandit. Since casinos are banned in Japan, pachinko parlours are the closest you can get to legalized gambling.
