I do not see anything similar to yours at

and the section at 4 o'clock appears to be PMD.

Also can the stuff located at the interior section at 1 o'clock be removed with a toothpick or porcupine quill?

it's an rpm , but maybe unlisted or to small to be listed , check on coppercoins for a match.

22 examples on CC's site, several look similar with the split serif at the distal end. I'll have to try some overlays. Thx guys

Note the bottom serif where the arrow is? That is called a split serif. This occurs when a mint mark punched is either rotated or tilted striking the die to enlarge the punched mint mark. When this occurs it is called a RPM because of the split on that area. That is called a spread/separation of the punching. The will be punched over and over until the desired depth if the mint mark is into the die. Although minor, it is a RPM. (possibly someday they will be listed) I save them incase someone wants to list them in the future.
