I don't know for sure but will put out some thoughts. This will also bump the thread so some more people can see it.

The first picture is probably the reverse which shows a coat of arms, a person on each side, a crown at the top, and animals? at the bottom.

Your second picture is probably the obverse with the ruler. The writing in the 9:00 position appears Cyrillic.

Any more information you could give would be helpful.

Where and how did you get this coin?
What is the weight of the coin?
What is the diameter?
Can you make out any of the letters or words?

It is possible some collectors can ID the coin just by the Coat of Arms or the outline of the ruler or style of his hat but I am not that good.

It is also possible it is not a coin at all.

Italian States Naples-Sicily would be my guess, late 1500's- early 1600's.
