So, as you can tell by the picture, I'm being totally facetious. They were only $2 dollar a roll, and now I know why.  Oh, and did I mention they were all 40s and 50s? What a joke.

I bought a roll like that from a local dealer. It was a lot of junk, including five 1943 steelies that were horribly corroded.

These were the worst coins I've ever received. 3 out of 5 rolls were that way. Out of the 5 rolls, 7 were pre-40

I have two ideas for these coins:
Idea #1; Are you going on any sort of trip or vacation soon? If so then pour about 1 to 2 cups of white vinegar into a small bowl and dissolve about 1 tablespoon of table salt in it. Place the coins in this and let them sit for a minute or two. Rinse under running water and mix another bowl with water and some baking soda, let the coins sit in this for a minute or two. This will make the coins very shiny, they are now ready for you to take on your next trip and make elongated coins with them.
Idea #2; Spend them, let a young budding collector find some cool coins in their change.

Discovered a box of Wheat penny rolls. Different colored rolls, but all marked "wheat". Rolls appear to have been taped shut years ago (see pictures) Opened a couple and found the many penny were pre 1940s, also discovered a number of pennies from the 1910s. Most looked to be in fair to great condition. Some of these rolls appear to be over stuffed, meaning there are more than 50 in a roll. I can gaurentee there will be 50 OR MORE pennies in each roll. A. There weren't 50 in the rolls. B. They weren't close to good condition. C. All were 40s and 50s.

The only outright dishonest thing might be if there really were less than 50 coins per roll. He did say they were Fair to Great condition. While "great" doesn't have a specific numismatic meaning, "fair" sure does. It is the second worst grade you can give a coin. All the ones in that picture appear to be at least fair.
It is misleading, but that's what these roll sellers do. No one sells legitimately unopened rolls. They get a bunch of cents, look through for anything really valuable and keep it. Then they roll up the non-valuable ones with the occasional semi-key thrown in. By all means see if he'll do anything for you, but it really deserves a neutral at best, not a negative. I feel like if I can't see exactly what I'm buying that I don't want it. They can't bait and switch on a listing where they show the actual coins for sale, or if they do you have a very legitimate case against them.
