Are these 2 items on the reverse of this 2014-P Jefferson nickel (inside the last "O" in Monticello; the top half of the "S" in Cents") known as die chips?

Correct. Die chips. A piece broke of the die (negative) and that leaves a raised area (positive) on the coins. Some will view chips as unique. Some give these cutsie names. To me they are just an event that happened to the die. (I guess I'm just a realist)
