It looks polished (too shiny). These photos are not sharply in focus.

...but, yes, a 1939 Lincoln Cent with no mint mark was minted in Philadelphia, sometimes called a 1939-P.

Maybe it's just bad focus, but aside from the color this looks fairly well circulated as well.

Anita - please tell us more and show better pics. The color and wear (as shown) suggest an altered coin worth no more than face value.
