I don't think it's a printing error.

It looks like somebody spilled coffee or a Coke on it and it ended up getting stained and the staining may have affected the serial numbers.

If it was mine it would be a spender.

I know it's hard to tell from the picture quality, but What about the bottom row of Serial Numbers? The ink above those are straight lines not touching the numbers. The top row definitely looks like it's messed up from something being spilled on it

Agree that it's probably a stain of some kind, but of no premium value.
