Actually there are both scratches and a legitimate strike through on that coin. First of all, the 1953 5-cent coins are chromium plated (well, most of them are). So the "parking meter scratch", or the long straight scratch, cuts through the plating to the raw steel, where rust has formed. The other one, looks like a struck-through-thread error - notice that there is no interruption in the chromium plating on the surfaces of the devices and fields, and goes right up to and through the devices, unlike the scratch which is absent in the fields immediately adjacent to the major devices. Scratches with a pen or anything else, tend to skip in the fields immediately adjacent to raised devices...
Yes the coin is scratched. Yes it has a legitimate error as well... most certainly not a die break, but looks like a strike-through error to me.
