That is a damaged coin that was damaged after it was struck at the mint. If you look at the damage and think to yourself, "how could this have happened during the minting process", you will begin to understand the differences between mint errors and post mint damaged coins.

It is damage from a coin counting/wrapping machine or even a vending machine.

You'll see that ring of damage on a lot of coins, unfortunately.
