I generally don't see many world errors like this one from the 1920s (well, except for US coins). I had sent this one in to PCGS on behalf of a friend, who collects Brazilian errors.
It is an aligned partial brockage. It looks like a coin struck on a prior strike of an elliptical strike clip. The crack on the opposite side is also intriguing, as it does not quite match the outline of the indent brockage.
