Mint marks were added to working dies by hand until 1989, so they could be almost anywhere, or upside-down, or sideways.

They correct position is below the date and to the right of the bust. That is their target area. So they vary as mentioned because they are hand punched.

As said before,until 1990, mintmark location could be anywhere, rotated, low, even in the bust
