A tilted RPM pivots on a point away from the center of the letter. http://www.lincolncentsonline.com/rpm.html A rotated RPM pivots in the center.

This is good post - I haven't even really attempted RPM's so zero knowledge base for me to work from. What is the "upright" that is referred to here?

The part of the D that goes straight up and down is called the upright. Look close and you'll see a curve on it (where Coop's black arrow is pointing). That curve tells us the mintmark is slightly rotated like the face of a clock. A tilted mintmark is tilted on the coin like a leaning post in the ground. Cwb gave the definitions, Coop gave the symptoms.

Yes, I knew what you meant, we were concentrating on the top left. It has to be be clockwise or counter clockwise because the bottom right would be going east. lol
