1965 25 Cents Mirror

This 1965 Washington quarter has a mirror finish, obverse and reverse and weighs 5.4 grams. It is so shinny that I had difficulty getting a decent picture of it. The coin has a melted look to it, not sure if that's a good description. Can anyone tell me what I have here.

It was polished. They look neat, but they ruined in the eyes of collectors.
