When a die wears the devices start flowing towards the rim. That is what you have on your coin. On the image of 'WE' you can see die flow lines under the WE. Above the WE, we can also see the die flow lines on the top of that device flowing toward the rim. That is what you have. A coin from a very tired die.

Aww finally 100% sure of a DDO in my 1964 D Lincoln Penny and now I find out it's a tired die and there's no premium sad day!! well at least I'm learning.... I love this site it's great thank you guys

Die Deterioration. Carries zero extra value making it worth 1 cent. This was caused by a worn die striking too many coins.
