If you are going to buy rolls for a roll set, you best bet is at coin shows. The premium value for the rolls is so low that it doesn't make much sense to sell them by mail. (most of the rolls cost about $11.50 or so per roll. The cost of shipping would be way more than the premium received for the rolls, so the buyer would HAVE to pay for the shipping. That would make the rolls cost much more that they would cost buying them at a show.
The problem with buying them at a show is that they are so heavy and bulky for so little return that most dealers won't bring them to the show. They send to bring the most recent releases but not older ones.But if you can find a dealer that carries the recent rolls you could probably contact them before the next show and have them bring you the older rolls you need.
And remember if you ever want to sell the roll set you will run into the same problem. Since the dealer needs to make money he probably won't offer more than face value for the rolls (Possibly less then face! Why because he doesn't want to lug them around, and the fastest way for him to move them and make a little profit may be to just deposit them at the bank. Yes this does happen.)
