Does anyone have any information on this coin or have seen anything like this before?

Recently have had the urge to look into it more and find as much as I can about it.

Its far too uniform for that, that's not a possibility

no, that's what happened..either that or it is a Dryer Coin. in any event it is damaged as the only thing that's not a possibility is this being a real error coin.

That's what we call a "spooned" coin.
Dryer Coin will show some wear on reverse and obverse surfaces as well.
It has been struck repeatedly around the rim, thousands of times, with a hammer or other suitable object (even a spoon will do the trick).
"Dipping" is not considered cleaning...

it has all the tell tale signs of being manipulated after being circulated ( PMD = post mint damage)
