I've looked at some of the lowballs on here and I think I might just have a winner. Since I don't collect Canadian coins per se, this came in a garage sale find and I recently posted on help to identify and was directed to the term lowball. So what do you all think? Does it qualify or does there need to be a date?

That is a well worn coin but to qualify as a lowball,
a date needs to show or some other way of identifying
the year such as the Goose identifying a 1967.

Tried my best to identify the obverse from the pictures provided but to no avail. There were a relatively small amount of dates for each Victoria obverse and if someone is ambitious enough to identify it, you could really narrow down the date. Closer and clearer pictures of the bust may help. Specifically around the forehead, nose and chin. It is a longshot in this condition...
