Theodosius I Or II Mystery

I'm a little confused by this coin. It's allegedly a Theodosius I RIC 15a, albeit in every description I read it also refers to Theodosius II. Why? Is this a Theo I or Theo II? I can't find out much about this coin. I pulled my ERIC and none of the 15a have the AVGGG on the reverse only AVGG. Does any one have something to add to this puzzle?

That's for 14 not 15, the 15 descriptions oddly mention Theo II

Seems a mystery as there are several coins seemingly identical that are listed as Theo I, RIC 15a like this: https://www.acsearch.info/search.html?id=1118969

Doesn't make much sense. Why they mention Theo II makes even less sense
