The fields are a little scratched up, and I can't tell if there's a bit of wear, but I don't see what else is wrong with it.

Counterfeit?
The fields look too rough. Looks like thousands of little dots. Even two round marks the larger edged by the little bumps. But, what do I know?

Whole obverse is all scratched up . Can we get a photo of reverse ?

The reverse is the same. I was thinking whizzed. Isn't it?  My attention was drawn to it because it looked like it might grade CAM, but with all of the scratches in the fields I figured it's got to be a Problem coin. Impaired proof? If only the devices were rough, it'd be okay but I figured ten people would look at it and leave a single word review of "whizzed". There was an article in Coin World about ten years or so back with pictures of how to detect whizzed coins but I can't seem to find it.

A "proper" whiz job makes it look like a mirror while removing a bit of the surface metal. This doesn't have the look of a whizzed coin, or if it was, it was very poorly done. I'm thinking more like a polishing with a soft cloth, although the marks do not appear horizontally.

You know what , I was about ready to disagree with you guys until I realized just how big this Lincoln is magnified up in size . So it's very possible it's a typical circulated proof .

I buy that; it was my other original guess. And it's really too bad because I think at one time it was a 1950 cameo proof and there weren't all that many to begin with.
I'll put it with my other impaired/weird proofs and they can talk among themselves and get the rest they were intended.
Edit: One last thought...how would you grade this little bugger?
