I don't know if I would call it that but I'm sure there aren't too many 1969's around, looks like there was a defect in the roll and when the planchet was punched the pieces were already missing or broke away in transit to minting . I'm certain of this due to the Blakesly effect(the rim of the coin shows to be thinner there) shown on the reverse to the left of the date. I'd love to have this one in my collection of penny errors.
Flawed planchet is the correct term. Very nice pickup. Here are some of mine:
