In my opinion, it was probably struck from a perfectly round modern blank, but unrestricted by any sort of collar. The coin is too round, the diameter-weight ratio is completely off for a silver coin of this size (unless it's less than 1 mm thick or so, which I doubt) and it looks like it has been struck with modern techniques in a lousy attempt to look old. If this coin was supposed to struck without a collar or if originals were hand struck - I can state that this coin was struck in a close - not closed collar press. Looks rather modern to me.
