I have my ebay listings set to ship to Canada, US and UK only.

One person caught my eye in that they were bidding on almost all my items indiscriminately (usually people bid on items of a certain theme; like nickels only for example) and this person was from Russia. It's nothing personal about the people there but I've heard horror stories of Russian customs holding products for indeterminate amounts of time, leading to item-not-received cases.

I thought by having it set to Canada, US and UK only blocked those people from bidding. Is there anyway I can geoblock these people from bidding.

I'm p-d off because I had to retract his bids listing-by-listing which took forever and makes me look awful to my customers because they might think something fishy is going on with all the bid retractions.

Help if you know a way to block these people from bidding. Thanks.

Yes, there is a way to block buyers from countries you don't like.

When listing, there is a section where it says "Exclude Shipping Locations". Go there and create exclusion lists. There are check boxes for countries you don't want to ship to.

You can also just block the bidder by his user ID. That's what I do
Rest in Peace

Often overseas buyers will use a U.S. address for mailing thus sneaking past a county ban on ebay. When payment arrives via PayPal the shipping address can be different from the payment address.

Worse, if they win and you have to cancel the sales you still have to pay ebay fees.

As mentioned, individual blocks are your best bet.

Just because a bidder is registered in a country does not mean they currently live there... I have some bidders who registered in Russia or China, but currently live here in the U.S...

Thanks for the advice. I will use the Exclude Country option for next time.

The bidder confirmed he was from Russia and that it was a pity I did not want his money. :/

And yes, the worst is when they use US addresses of Russian Forwarding Companies like Fishisfast.

Let's say you ship to one of these forwarding companies and it's signed for. Are you liable for the loss of packages after it has been signed?

Once it is signed for and you followed all the rules (sig. over $250, ect), you are off the hook

The answer is under Site Preferences, Buyer Requirements you can block buyers who have a primary shipping address in a location where you do not ship to.

Contrary to some beliefs, even if you ship registered mail and it is "signed for" you are NOT off the hook. I've been there and lost all my appeals with eBay/PayPal on 2 separate occasions. IMO there is no such thing as eBay/PayPal "seller protection".
