Is there any gray color on that area? If so it might be a split plating/zinc rot issue. If not, I would like to see some closer images.

Coop, I'm not seeing any gray (split plating).

Is it the image that is making me see that the area is raised? If it is raised, it might still be a split in the plating. Just not enough to see, but air is getting through making it raise.

Try pushing it down with a toothpick and see if it will pop

It would probably be firm if the zinc is starting to work under the plating. A gas bubble would be smooth and look a bit like a balloon.
