It looks like some form of post mint damage to me.

Another case of not enough magnification to see for sure what it is. It might be glue on the coin, a struck through error, lamination issue or PSD. Hard to see for sure what it is from the images provided. Also there is something going on above LIBERTY near the rim?

Not an off center strike though. There's no way, maybe a MAD, but too minor anyways and with all the damage, it is still worth what it says on the back of the coin, unless it is a strike through, which we will need better magnification to tell
